CT Route 44 (Main Street)

The Town of Salisbury, Connecticut (Town) is seeking bids from qualified contractors to furnish all materials, labor, equipment and incidentals thereto for construction roadway work as shown on plans for CT Route 44 (Main Street) Sidewalk Improvements. Work will be funded by a CTDOT Community Connectivity Program Grant and all work and record keeping shall conform to program requirements. The work to be performed under this contract includes, but is not limited to, the following items:
- Contact “Call Before You Dig” prior to the start of construction.
- Obtain CTDOT Encroachment Permit
- Install Sedimentation and Erosion Control measures.
- Perform bituminous concrete sidewalk construction including excavation, compacted base, etc.
- Install prefabricated pedestrian bridge, concrete bridge abutments and piles.
- Furnish and install Rectangular Rapid Flashing Beacon and coordinate with CTDOT.
- Perform related work incidental to project.
- Construction activities shall take place during the hours of 7 a.m. to 5 p.m., Monday through Friday.
- Maintenance and protection of traffic shall be coordinated with the Town of Salisbury and CTDOT.
- Secure the necessary permits and bonds and maintain required insurance.
- Clean-up, disposal of waste and debris, and restoration of work site to original condition and to the satisfaction of the Town of Salisbury, CTDOT and the Engineer.
- All other related work required to complete the project.
Sealed bids for “CT Route 44 (Main St.) Sidewalk Improvements – Bid Proposal” will be received at the Town Hall, Town of Salisbury, P.O. Box 548, 27 Main Street, Salisbury, Connecticut 06068, no later than 11:30 a.m., local time on December 20, 2022.
Each bid shall be accompanied by one (1) of the following forms of security: a cashier’s check; a certified check; or a bid bond, which security shall be made payable to the Town of Salisbury and shall be in an amount equal to ten (10%) percent of the amount bid. Any bid bond submitted as security shall be in the form provided for such bid bond in the bid package documents and such bid bond shall be executed and issued by a surety company acceptable to the Town of Salisbury. Any bid that does not contain the above requisite security or any bid that contains security that does not comply with the foregoing requirements, shall be rejected as non-responsive.
Bids will be opened publicly at the above referenced Town of Salisbury offices at the time and date that bids are due. The Town of Salisbury reserves the right to reject any or all of the bids, or any part(s) thereof, and/or to waive any informality or informalities in any bid or the bidding process. The Town of Salisbury will base its evaluation of the bids on price, the demonstrated skill, ability and integrity of each bidder to perform the work required in the bid package documents and any other factor or criterion that the Town of Salisbury deems relevant or pertinent for such evaluation. Neither the Town of Salisbury nor any of its officers, employees or authorized agents shall be liable for any claims or damages resulting from the evaluation, selection, non-selection or rejection of any bid submitted in response hereto. All bids shall remain open for Sixty (60) days after the bid due date.

Bidding documents will also be made available at Advanced Reprographics upon a non-refundable payment to be advised at the time of order/pick-up for EACH SET. Make check payable to Advanced Reprographics. Addenda will be issued to all Bidders who have secured Drawings and Specifications from Advanced Reprographics. Faxes or emails of Addenda will not be provided by the Engineer or Town.
This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
