Communications Consultant

Salisbury Affordable Housing Commission (SAHC) is seeking a qualified consultant to create a community engagement and communications strategy and then to implement this strategy over the next 6 months.  This strategy will be designed to continue to educate the public about our affordable housing needs and the efforts being made to increase affordable housing on town owned property consistent with the Town of Salisbury’s Affordable Housing Plan. The goal is to engage residents in ways that they can support the next steps in each of these projects.

Background

Established in 2010, the Salisbury Affordable Housing Commission’s mission is to facilitate and promote the creation of affordable housing in the Town of Salisbury.  Communications planning and implementation will consider equity in all outreach and engagement so that all members of our community can shape affordable housing within our community.  SAHC has been awarded a grant of $5,000 to carry out this work over the next 6 months. Additional funding many be available for communications strategy implementation but is not assured at this time.

Scope of Work

The scope of work for this communications consultant will include the following tasks:

  • Developing a targeted communications strategy for the next 12 months guided by the SAHC including weekly social media posts, email newsletter database development & management, bi-monthly town newsletter articles, press releases, and in-person forums.
  • Content creation including writing newsletter content, social media posts, press releases and agenda for in-person forums.
  • Messaging, Talking Points and Media Relations- identifying target audiences and implementing messaging strategies.
  • Coordinate SAHC’s communications efforts with the Salisbury Housing Committee, Inc. and the Salisbury Housing Trust.
  • Attend monthly meetings of the SAHC during the contract period to provide updates on work completed and get feedback.

SUBMISSION REQUIREMENTS

Responses shall include, at a minimum, the following information: 

1. A brief discussion of the consultant’s/company’s history, and services offered. Briefly state the Proposer understands the scope of the work to be done and make a positive commitment to perform the work within the required time period.

2. Resume(s) of key staff that will provide services.

3. Names and contact information of at least two client references.

4. Hourly rate for services and the number of hours (including a maximum) that the consultant would propose allocating to each task.  

A selection committee will review and evaluate all responses and may request that the bidders make oral presentations and/or provide additional information. The selection committee will rely on the proposals, additional information if provided and oral presentations if made, in the selection of finalists and, therefore, bidders should emphasize specific information considered pertinent to this solicitation and submit all information requested.

The Salisbury Affordable Housing Commission reserves the right to reject any and all proposals, to cancel this solicitation, and to waive any informalities or irregularities in procedure.
